Senator Rose moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for Senate Bill 15—A BILL to amend and reenact §22-11B-4 of the Code of West Virginia, 1931, as amended, relating to strengthening protections for coal and oil and natural gas interests affected by carbon capture and underground carbon storage projects; modifying permit application approval and issuance criteria; authorizing objections to be filed regarding certain application criteria; and requiring certain response to objection by permit applicant.
